HOW TO REACH THE HEALTH OFFICER

THE CLARK HEALTH DEPARTMENT EMPLOYS ONE FULL TIME HEALTH OFFICER TO COVER THE ENTIRE TOWN.  NO SUPPORT STAFF SUCH AS SECRETARIAL OR AN INSPECTOR IS AVAILABLE. THEREFORE THE HEALTH OFFICER MAY BE IN THE FIELD CONDUCTING INSPECTIONS, INVESTIGATING COMPLAINTS, ATTENDING WORK RELATED MEETINGS ETC.

THE HEALTH OFFICER, NANCY RAYMOND IS USUALLY IN HER OFFICE MONDAY-FRIDAY BETWEEN THE HOURS OF 8:30 A.M.-9:30 A.M. AND 2:30-3:30 P.M. A VOICEMAIL MESSAGE IS USALLY LEFT ON HER PHONE IF SHE WILL BE UNAVAILABLE. THE HEALTH OFFICER DOES AND WILL CHECK HER VOICE MESSAGES DAILY AND RETURN CALL AS SOON AS POSSIBLE. THIS MAY ALSO INCLUDE RETURNING CALLS AFTER HOURS FROM HER HOME PHONE.

HEALTH DEPARTMENT PROGRAMS

ANIMAL CONTROL

EFFECTIVE JANUARY 1, 2015, THE TOWNSHIP WILL BE UTILIZING THE SERVICES OF NEWARK ASSOCIATED HUMANE SOCIETY FOR ANIMAL CONTROL.

RESIDENTS MAY CALL THE CLARK HEALTH DEPARTMENT AT 732-428-8405 OR THE CLARK POLICE DEPARTMENT NON-EMERGENCY NUMBER AT 732-388-3434.

TRAPPING

THE TOWNSHIP DOES NOT PROVIDE TRAPS TO RESIDENTS EXPERIENCING PROBLEMS WITH STRAY CATS ON THEIR PROPERTY, RACCOONS, SQUIRRELS, AND OTHER WILDLIFE.

RESIDENTS ARE ADVISED TO CONTRACT THE SERVICES OF A LICENSED WILDLIFE REMOVAL COMPANY. A LISTING CAN BE FOUND IN THE YELLOW PAGES UNDER “PEST CONTROL”

RESIDENTS ARE STRONGLY ADVISED AND URGED NOT TO DO THEIR OWN TRAPPING FOR THE FOLLOWING REASONS:

  1. IN MOST INSTANCES WHAT YOU ARE SETTING THE TRAP FOR (I.E. A STRAY CAT) YOU WILL TRAP SOMETHING ELSE (OPPOSSUM, RACCOON, SKUNK).
  2. INEXPERIENCE WITH TRAPPING CAN LEAD TO SCRATCHES, BITES, BACK INJURIES ETC.
  3. INAPPROPRIATE AND INHUMANE HANDLING OF TRAPPED ANIMALS WILL LEAD TO CRIMINAL CHARGES BEING FILED UNDER THE ANIMAL CRUELTY STATUTES.
  4. TRAPPING OF SQUIRRELS INSIDE OF A RESIDENCE MUST BE COORDINATED WITH NECESSARY REPAIRS TO POINTS OF ENTRY.

ANIMAL COMPLAINTS

COMPLAINTS REGARDING BARKING, RUNNING AT LARGE, DEFECATING AND NOT CLEANING UP AFTERWORDS, ANIMAL BITES AND QUARANTINE AND MOST LEGAL MATTERS ARE HANDLED BY THE CLARK HEALTH OFFICER.  COMPLAINANTS MUST LEAVE THEIR NAME, TELEPHONE NUMBER AND BRIEF DESCRIPTION OF THE NATURE OF THE COMPLAINT. ANONYMOUS COMPLAINTS CANNOT BE ADDRESSED.

ANIMAL LICENSING

2017 Animal License Application

ALL DOG AND CATS, WHETHER OR NOT THE DOG AND/OR CAT IS KEPT INDOORS, MUST BE LICENSED EVERY JANUARY. LATE FEES ARE ASSESSED AFTER FEBRUARY 1ST OF THE LICENSING YEAR.

A PREREQUISTE TO OBTAINING AN ANIMAL LICENSE IS RABIES VACCINATION VALID THROUGH OCTOBER OF THE LICENSING YEAR.

ANYONE ACQUIRING A DOG AND/OR CAT AFTER THE JANUARY LICENSING PERIOD MUST OBTAIN A LICENSE WITHIN 10 DAYS OF THE ANIMAL BEING BROUGHT INTO THE TOWNSHIP.  EXCEPTIONS MAY BE GRANTED BY THE HEALTH OFFICER.

THE TOWNSHIP SPONSORS A FREE RABIES CLINIC EVERY NOVEMBER. RESIDENTS MAY CALL THE HEALTH DEPARTMENT IN MID-OCTOBER FOR THE DATE, TIME AND LOCATION.

PRE-REGISTRATION OF THE RABIES SHOT IS REQUIRED TO ENSURE ADEQUATE VACCINE.

WHAT RESIDENTS SHOULD KNOW ABOUT RODENTS AND WILDLIFE

COMPLAINTS

THE HEALTH DEPARTMENT HANDLES MANY TYPES OF COMPLAINTS INCLUDING, BUT NOT LIMITED TO RETAIL FOOD ESTABLISHMENTS, RODENTS, STAGNANT WATER IN SWIMMING POOLS/MOSQUITOES, INADEQUATE/NO HEAT IN MULTI-UNIT RESIDENTIAL PROPERTIES, ETC.

THE HEALTH DEPARTMENT DOES NOT HANDLE HIGH GRASS AND PROPERTY MAINTENANCE ISSUES. PLEASE CONTACT THE CONSTRUCTION OFFICE.

COMPLAINTS CAN BE MADE BY CALLING THE HEALTH DEPARTMENT AT 732-428-8405. PLEASE LEAVE YOUR NAME, TELEPHONE NUMBER AND BRIEF MESSAGE REGARDING THE NATURE OF YOUR CALL.  ANONYMOUS COMPLAINTS CANNOT BE TAKEN FOR THE FOLLOWING REASONS:

  1. IT IS SOMETIMES NECESSARY TO CONTACT THE COMPLAINANT TO VERIFY INFORMATION.
  2. IT IS THE POLICY OF THE HEALTH DEPARTMENT TO GET BACK TO EACH COMPLAINANT WITH A FINAL STATUS REPORT.
  3. IT MAY BE NECESSARY TO HAVE THE COMPLAINANT APPEAR IN COURT TO TESTIFY.

CLARK CHILDREN CAN RECEIVE FREE CHILDHOOD IMMUNIZATIONS FROM THE UNION COUNTY IMMUNIZATION CETNER, 40 PARKER ROAD, ELIZABETH, NJ, LOWER LEVEL.  FOR HOURS AND REQUIREMENTS, PLEASE CALL 908-965-2700.
