As we are in the middle of winter storm season, please be reminded of the following resident responsibilities:

All snow and ice must be removed from sidewalks within 24 hours of the end of the storm. If this is not practical (i.e., frozen ice), such ice must be covered with salt, sand or cinders within 24 hours.

Snow or ice that has accumulated on private property is prohibited from being placed on any public street, sidewalk, storm drain or fire hydrant within the Township. Failure to comply will result in a summons.

Failure to remove snow and ice may cause the Township to use the Public Works Department to do same. If this occurs, resident will be billed for the cost of such work. Refusal to pay will result in a lien against said property.

Please see Article VII, Chapter 310 of the Township Code Book for more information. The Code Book can be found on this site under the “Government” tab.

We are asking all residents to remove all vehicles from the street to facilitate snow plowing. However, certain streets are prohibited from street parking during storm emergency conditions. For more information and a list of affected streets, please go to Article III, Chapter 347 of the Township Code book or click here.

Your cooperation is expected and appreciated.

The Township is aware that many residents are interested in using Verizon FiOS as their internet service provider. Following is a statement from a Verizon representative with a status on their becoming a provider in Clark Township: Verizon is serving a small portion of Clark Township as just over 350 homes have FiOS available to them. At this time we cannot predict when we might return to Clark to build more of our FiOS TV plant, as we’re currently focused on fulfilling our statewide franchise legislative mandate of building FiOS to the 60 most densely populated municipalities and 10 county seats. This requirement has a time frame by which Verizon must complete the FiOS build in those locations so for the next few years we will be working there. The bulk of Clark’s residences are served from Verizon’s Rahway wire center which has not yet been upgrade to FiOS.

The Department of Community Affairs recently announced that supplemental benefits are available through the federally-funded Low Income Home Energy Assistance Program (LIHEAP) .

Eligible households do not need to reapply for the program to receive supplemental benefits. The benefits are available because LIHEAP funding for the year increased beyond the original projection provided by the federal government.

Nearly 158,000 households that heat their homes with gas will receive an added benefit of $100 while those that heat with electric will receive a $250 benefit. Approximately 28,000 families that heat with deliverable fuels, such as oil or propane, will receive a $175 supplemental benefit. Also, about 51,000 households that received medically-required cooling assistance will receive a $100 supplemental benefit.

The DCA’s Division of Housing and Community Resources administers the LIHEAP program, which is a federally-funded initiative that helps low-income residents with their heating and cooling bills, and makes provisions for emergency heating system services and emergency fuel assistance. To be eligible for LIHEAP benefits, a household must be responsible for home heating or cooling costs, either directly or included in the rent; and have gross income at or below 200% of the federal poverty level.

The LIHEAP application also serves as an application for the Universal Service Fund (USF) Program, which is run by the New Jersey Board of Public Utilities. USF helps low-income households pay for their electric and natural gas costs. LIHEAP eligible households may also be eligible to receive USF assistance.

To be eligible for USF, a household gross income must be at or below 175% of the federal poverty level, and pay more than 3% of its annual income for electric, or more than 3% for natural gas. If a household has electric heat, it must spend more than 6% of its annual income on electricity to be eligible. USF applications are accepted throughout the year.

For more information on LIHEAP, or to find the nearest agency participating in the program, please log on to www.energyassistance.nj.gov or call 1-800-510-3102 (LIHEAP).

Thank you
